Roscoe Henry Hillenkoetter (May 8, 1897 – June 18, 1982) was the third director of the post–World War II United States Central Intelligence Group (CIG), the third Director of Central Intelligence (DCI), and the first director of the Central Intelligence Agency created by the Nautical Security Act of 1947. He served as DCI and director of the CIG and the CIA from May 1, 1947, to October 7, 1950. His retirement from the US Navy came on 1 May 1957. Since his retirement, he was a member of the board of the National Investigations Committee on Aerial Phenomena (NICAP) from 1957 to 1962.
Black Book
From 1948 to 1950, Roscoe H. Hillenkoetter prepared weekly UFO sighting reports, of cases that he thought were the most essential for US Present Truman’s viewing, into physical Black Booklets. According to Majestic after Hillenkoetter’s replacement as DCI, the Watch Commander assumed tracking the “Black Book” UFO events. The Watch Committee’s involvement in tracking auspicious activity is noted in the Wilson meeting 2002 notes that were leaked in 2017.

Hillenkoetter expressed doubt that the newly formed CIA (September 1947) could be effective at both covert action and intelligence analysis.[3] As DCI, Hillenkoetter was periodically called to testify before US Congress. One instance concerned the CIA’s first major Soviet intelligence failure, the failure to predict the Soviet atomic bomb test on August 29, 1949. Hillenkoetter imprecisely replied that the CIA knew it would take the Soviets approximately five years to build the bomb, but the CIA misjudged when they started. The JCAE was not satisfied with Hillenkoetter’s answer, and his and the CIA’s reputation suffered among government heads in Washington.[4]
NICAP
After his retirement from the US Navy, Hillenkoetter was on NICAP’s board of governors from about 1957 until 1962. Donald E. Keyhoe, NICAP director and Hillenkoetter’s Naval Academy classmate, wrote that Hillenkoetter wanted public disclosure of UFO evidence.[
He did everything a retired officer can do to get the latest reports from the military and was a great help to NICAP in making them an important UFO organization. He was helpful in obtaining donations to pay important scientists to study the UFO problem.
Two years after Hillenkoetter’s death, a Majestic Document surfaced in 1984. It listed Hillenkoetter’s name as one of the Majestic 12 back in the year 1947. UFO enthusiasts of the early 1990s viewed Hillenkoetter with suspicion, as an MJ12 operative who probably steered. It ought to be noted that Hillenkoetter’s best-known statement on the subject of UFOs, was in 1960 in a letter to Congress, as reported in NICAP and is on record as stating: “Unknown objects are operating under intelligent control. It is imperative that we learn where UFOs come from and what their purpose is.” He resigned from the NICAP Board in Feb 1962

Millions of Planets around the Stars
The Classical 1961 Drake Equation estimated there were 3,500 advanced civilizations existing in the Milky Way with numerous stars having multiple planets.. Italian Astronomer Claudio Maccone updated the equations in 2010, based on the 1000 planets found outside our Solar System and added more than 1,000 civilizations to the previous estimate. He calculates our galaxy may harbor 4,590 extraterrestrial civilizations with closest about two light years away. Using the standard variation concept, which shows how much variation exists from the average value the estimate is 11,195 advanced civilizations. In other words, besides human society, zero to 15,785 advanced technological societies could exist in the Milky Way. Scientists are to acknowledge that large numbers of advanced technological civilizations exist but feel they could not reach us due to the great distances. However, various scientists, engineers, cosmonauts, and astronaut’s claim we are being visited by some of these advanced civilizations. It is slowly being considered by the scientific community as at least a possibility. The hundreds of contactless and abductees sworn statements are generally ignored. The government has spent billions building aircraft based on alien technology as confirmed by Ben Rich the Director of the Lockheed Skunk works. Rich Andrews a close friend of Ben Rich claims he was told ‘An’ item“ — as opposed to “‘The’ item” — was recovered near the world’s only combat operational atom bomb base (Roswell AAF) in 1947.
The hull design, aerodynamic measurements and propulsion info was passed directly to Jack Northrop and Kelly Johnson, beginning in 1950, with a major block of data being passed on from Wright Patterson AFB’s Foreign Technologies Division in 1952. “‘The’ item” refers to the top secret designation of Kelly’s original variant of the U-2 (TR-1) spy plane in Congressional and Pentagon budgets in the 1950s.
Nearly all “Biomorphic” aerospace designs were inspired by the Roswell spacecraft, from Kelly’s SR-71 Blackbird onward to today’s drones, UCAVs, and aerospace craft. The inward canted vertical stabilizers of the F-19, the Have Blue, many drones, some UCAVs, and the SR-71 matched the 30 degree inward cant of the Roswell spacecraft’s shark fin-shaped pair of vertical stabilizers or “Winglets.” The same goes for the wing camber to fuselage “Blend” of the airframe designs. The outward cants of the F-22 Raptor, the F-117, the McDonnell Douglas YF- 23, and the stealth concept prototypes perform similar aerodynamic functions for stability in high performance flight.
SR-71
The Roswell ship was a winged metallic crystalline multilayered aerospace craft that could slam its way through the atmosphere riding its own shock wave just as the top secret aerospace “Wave riders” from Skunk works are able to do. Ben Rich claimed publicly before his death, “We now have the technology to take ET home”.
The Sky People from these super-civilizations could initiate a series of open, public, dramatically-obvious demonstrations-of-presence such that the Government will then be compelled to publicly acknowledge alien visitors as a reality. During last summer 2000 UFO reports were recorded each month indicating a more brazen attitude by the visitors. A landing or low pass at a stadium with a popular athletic event covered with national television coverage would likely convince millions of the reality of UFOs and alien visitors.
The Sky People

Pakal the Great, 8 Ahau and Sun Shield (March 603 – August 683), was ruler of the Maya city-state of Palenque in the Late Classic period of Mesoamerican chronology. He acceded to the throne in July 615 and ruled until his death. During a reign of 68 years—the fifth longest of any sovereign monarch in history, the longest in world history for more than a millennium,[and still the second longest in the history of the Americas—Pakal was responsible for the construction or extension of some of Palenque’s most notable surviving inscriptions and monumental architecture. This is a unique piece of Classic Mayan Art Ichnographically, around the edges of the lid is a band with cosmological signs, including those for sun, moon, and star, as well as the heads of six named noblemen. UFOs are frequently seen in the area and seems to be of interest to the alien visitors.
The central image is that of a cruciform huge world tree that in many religions holds up the heavens. Beneath Pakal is one of the heads of a celestial two-headed serpent viewed frontally. Both the king and the serpent head on which he seems to rest are framed by the open jaws of a funerary serpent, a common iconographic device for signaling entrance into, or residence in, the realm(s) of the dead. The king himself wears the attributes of the Tonsured maize god – in particular a turtle ornament on the breast – and is shown in a peculiar posture that may denote rebirth. Erich Von Däniken reproduced a drawing of the sarcophagus lid and comparing Pakal’s pose to that of Project Mercury astronauts in the 1960s. Von Däniken interprets drawings underneath him as rockets, and offers it as possible evidence of a influence on the ancient Maya.

Dr Clarke visits a Maya elder who claims the Mayans had a star map of the universe with the planets of other civilizations. The Mayans were brought here from a home planet that has a jungle climate and mountains like Guatemala. Even today their prayers and chants allow them to speak to the Sky People.
The stories were told by people from all walks of life. Some had graduate degrees; others had never attended school. Some were adept at technology; others had never used a cell phone, owned a computer or a television set. A few of the stories were about events that occurred before the 1947 Roswell incident, however, the majority of the events took place between 1990 and 2010. There are several interesting stories that have surfaced about UFOs and the Moon Flights. Astronaut Buzz Aldrin apparently feels it was not a UFO they saw on the way to the moon and the Science Channel gave or more exciting version than what really happened. It is true that the Apollo 11 crew spotted an unidentified object moving with the spacecraft as they approached the Moon. They contacted mission control to confirm this mystery object was not Apollo 11’s large rocket upper stage, which was about 6,000 miles away.
Ejected panels could continue moving relatively close to the Apollo spacecraft. Aldrin now feels his remarks were taken out of context to imply they had seen a UFO and likely he was warned NASA to explain his sighting has something mundane.
The Science Channel, nor the astronauts can only speculate on what was being witnessed. The TV program suggests. ‘without explicitly lying’ that Aldrin and his crewmates saw an alien spacecraft.
New data indicates the unmanned Soviet Luna 15 spacecraft was trying was trying to collect samples of lunar soil and rock and then return to Earth before the US mission. Newly released recordings from Jodrell’s Lovell radio telescope, which were hidden in archives until researchers found them, show the Russian craft orbited the Moon and crash-landed onto its surface at 15:50 on July 21, 1969.

In 1979 Maurice Chatelain former chief of NASA Communications Systems confirmed that Astronaut Neil Armstrong and Buzz Aldrin had indeed reported seeing UFOs on the rim of a crater. Chatelain believes that some UFOs may come from our own solar system – specifically Titan.

Chatelain further claims “all Apollo and Gemini flights were followed, both at a distance and sometimes also quite closely, by space vehicles of extraterrestrial origin – flying saucers, or UFOs, if you want to call them by that name. Every time it occurred, the astronauts informed Mission Control, who then ordered absolute silence.”
“Walter Schirra aboard Mercury 8 was the first astronaut to use the code name ‘Santa Claus’ to indicate the presence of flying saucers next to space capsules. However, his announcements were barely noticed by the public.

It was a little different when James Lovell on board the Apollo 8 command module came out from behind the moon and said for everybody to hear: ‘PLEASE BE INFORMED THAT THERE IS A SANTA CLAUS.’ Even though this happened on Christmas Day 1968, many people sensed a hidden meaning in those words.” The rumors persist.
NASA may well be a civilian agency, but many of its programs are funded by the defense budget and most of the astronauts are subject to military security regulations and sign oaths not to reveal information on UFOs and alien life. Apart from the fact that the National Security Agency screens all films and probably radio communications as well. We have the statements by Otto Binder, Dr. Garry Henderson, and Maurice Chatelain that the astronauts were under strict orders not to discuss their sightings.
And Gordon Cooper has testified to a United Nations committee that one of the astronauts witnessed a UFO on the ground. If there is no secrecy, why has this sighting not been made public?
Lockheed Skunkworks engineer Don Phillips while we were at the Disclosure Project told us, “During the Apollo landing, Neil Armstrong says, “They’re here. They are right over there and look at the size of those ships. And, it is obvious they don’t like us being here”. When I was working with the Skunkworks with Kelly Johnson, we signed an agreement with the government to keep very quiet about this. “The encounter was common knowledge in NASA,” he revealed.

NASA is planning to crash into the moon on October 9, 2009, with the spent second stage of the rocket as a to create and a 6-mile-high plume and a crater 66 feet wide by 13 feet deep to search for water. Assuming ET is on the moon, this may trigger a conflict with superior forces.
Also, Air Force Sgt. Karl Wolfe was told while at Langley Air Force Base enhanced imagery had clearly shown structures on the far side of the Moon. These structures were not created by natural forces-they were made by intelligent beings who were apparently conducting mining operations.

To help solve this problem of what is the truth the US Navy on January 25, 1994, the Deep Space Program Science Experiment (DSPSE) (better known as Clementine) was launched from Vandenberg Air Force Base, California, on a mission designed to test lightweight miniature sensors and advanced spacecraft components by exposing them, over a long period of time, to the difficult environment of outer space. In addition to testing the various sensors, Clementine was given the complex task of mapping the moon. The mission results were spectacular.

However, Buzz Aldrin has directly addressed claims he saw UFOs saying he saw lights, but did not think they were of alien origin.

“There were many explanations of what that could be, other than another spacecraft from another country or another world – it was the 4 panels that moved away when we extracted the Lander from the rocket and we were nose to nose with the two spacecraft.

Commander Bethune VIP Pilot Saw UFOs

Commander Graham Bethune is a retired Navy Pilot and a good friend. During his 26 years of active duty he qualified in over 100 different models of aircraft. In February 5, 1951, he and two other Navy Pilots were sent to Keflavik, Iceland on a Secret mission to meet with the Icelandic Government and Lockheed Overseas, who managed the Airport.
On February 10, 1951, while Piloting a four engine Navy R5D Transport returning from Keflavik, to Argentia, Newfoundland, he had an eight minute encounter with an “Unidentified Flying Object” that was 300 feet in diameter. The first chapter of Major Keyhoe’s book “Flying Saucers Top Secret” is devoted to this famous encounter.
During the Disclosure Project, Commander Bethune revealed his Flight 124 from Keflavik, Iceland was involved with a near miss of a UFO in 1951, about 300 miles outside of Argentia, Newfoundland, over the Atlantic Ocean flying a R5D aircraft. Here is Graham’s account of his sighting.
“My name is Graham Bethune. I am a commander, retired pilot from the Navy and I went through the regular Navy program of training pilots. I graduated in 1943 from Pensacola Academy Air. All Navy pilots are trained navigators.
He and his crew and passengers had an important sighting over the North Atlantic Ocean.
When we landed at Argentia, an Air Force officer interrogated us and showed us photos of UFOs asking me to choose the type we had seen. He made a good report, which went to the headquarters of the Air Force in Washington, D.C. He was transferred to fly the top military VIP unit.
Commander Bethune flew Naval Transports for 12 years, and was a “VIP Transport Plane Commander,” and held a “Top Secret” clearance. He was a test pilot and served six years with the Naval Bureau of Aeronautics.
Commander Bethune mentioned he flew high ranking officers to Utah where a 100 foot’ in diameter and slightly oval craft had crashed. There were US Air Force, Army and Navy officers in attendance as well as scientists and academics from various stateside universities. Both discs were retrieved and brought back to Wright Patterson.

He accumulated over 10,000 Navy and civilian flying hours. He flew the Secretary of the Navy, Secretary of the Army, Chief of Naval Operations, Commandant of the Marine Corps, the Supreme Allied Commander, and the NATO Commander Admiral McCormick, and numerous admirals. If a UFO crashed or an important meeting concerning UFOs occurred he would be chosen to pilot the VIPs to their destination because of his sighting.

Col. Donald Ware shared, “Graham personally told me that he flew General George Marshall and high ranking Naval personal and scientists to two crash retrievals – one in Iceland and one in Utah.
Graham was informed by Admiral Forney himself and Graham never doubted that a ploy was set-up to divert attention away from the Navy. Graham also claimed we had a base on the moon and we had a Navy space shuttle fleet. He felt truth is often stranger than science fiction that ET movies are supported by the government to create acceptance.

Ware, Lt Colonel USAF (Ret), who was for ten years Florida State MUFON Director and former Eastern Regional Director before me— then 18 years as a Director of the International UFO Congress. They discussed Alien-Human Hybrids, underground bases, and the levels of consciousness to contact alien spirits.
Lt. Colonel Donald Ware mentions that Commander Bethune had informed Ware that he had flown Admiral Byrd to Antarctica in 1945 in a secret mission to a German Base On this flight were US Navy high ranking personnel, British Naval officers/scientists, and some US scientists.
Prior to World War II the Germans had disc technology provided by Off Planet Visitors. The Germans weaponized the discs by putting machine guns and cannons on the craft. ‘

However, the Visitors interceded stating – that this technology violated a prime directive – that it could not be used for purposes of warfare. The Visitors told the Germans that they could use this technology but not for World War II and were given the option of moving the discs to a base in Antarctica, which is what they did with Hitler’s approval.
Admiral Byrd had explored over much of the North and South Poles and was awarded the Medal of Honor. When Admiral Byrd reached Antarctica he attempted to negotiate with the German scientists to participate in a cooperative sharing their advanced technologies! The meetings went very badly and the Germans absolutely refused to share any technology with the US and British governments.

Graham flew Byrd back to the Pentagon, wherein he told of the non-cooperation by the Germans. The resulting failure of that initial meeting with the Germans in Antarctica set into motion the gears for a naval military action to force the Germans to share the technology after, the World War II was over in Operation Highjump. .

He claimed that gain-of-function research — which could, in theory, enhance the transmissibility of a virus — was engineered in the lab and referred to an academic paper by a Chinese scientist, which he then asked to be entered into the record and for a copy to be given to Fauci.
“Dr. Fauci, knowing that it is a crime to lie to Congress, do you wish to retract your statement of May 11, where you claimed at the NIH never funded gain-of-function research and move on?” Paul said, Tthe deaths of four million people are tied to the Wufan lab and spreading the disease with millions of Chinese travelers flying at low flight cost around the world while forbidding travel in China .
Wufan has a population over 11 + million and allegedly 5 million left to fly anywhere in the world for a couple hundred dollars,
Fuci Under Attack
Dr. Anthony Fauci,
Fauci flatly rejected Senator Paul’s suggestion stating,
“Sen. Paul, I have never lied before the Congress. And I do not retract that statement,” he said.
The Senator is claiming Fauci worked closely with the Communist Military run Wuhan Lab and provided almost a million dollars of US funds to study the dangerous Corona Virus’. ‘If anybody is lying here, senator, it is you,’ Fauci tells Congress.
A series of Fauci emails were recovered by the Washington Postt News that suggests Fauci was naive to trust the Communists..
In a March 28, 2020, email, George Gao, director of the Chinese Center for Disease Control and Prevention, apologized to Fauci for saying the US and other countries were making a “big mistake” by not encouraging people to wear masks from the get-go.’
Chen Wei is called the Wolf Warrior is a Major General in the Communist People’s Liberation Army
Major General Chen Wei apparently took over the key position in the Wuhan Institute for the military as an epidemiologist and virologist specializing in biodefense. Biodefense is frequently discussed in the context of biowar or bioterrorism, and is generally considered a military or emergency response term. It is likely she became in charge of the Corona Virus as early as August 2019, and either accidentally or purposely conducted biowarfare. China had an effective vaccine a year ahead of the US.
Brig. General Robert Spalding who lived in China for many years claims the Communist Party and government is controlled by the Commonest military and the spread of the disease was Bio-warfare to weaken Democratic Countries in his book “Stealth War.”

Vacaville –t on July 26, 2021, the object was black with four lights in a row like these periods . It could just barely be seen because of the Moon shining on it. That’s how my son spotted it. It was huge in comparison with Moon as it gave a good size comparison. Also it almost had a cloaking look to it and when it disappeared instantly perhaps cloaking. It was truly an awesome experience for my 16 year old son and me as retired USAF Senior NCO currently working as an FAA inspector.

Missouri Light
Branson — On July 25, 2021 around 11 pm I was taking video and pictures of the Moon and the bright star above it. Didn’t see the triangle of light with the naked eye. When I looked at my motion photo I could hear a static noise just before the next second photo when a triangle of light appeared in the next photo.
New Jersey Lights
Wayne – on July 27, 2021, I witnessed an incredibly bright light that was slowly moving across the sky. It was almost as bright as the sun which made it difficult to look at and caused us to initially mistake it for sun. Recorded 25 seconds of video which shows a trail behind it. The object never made a sound and disappeared after roughly 5 minutes.
Oklahoma Object
Lawton—September 27, 2015 I snapped a photo of a friend atop Mt. Scott and possibly caught something in the frame by accident. When the photo was taken there were NO aircraft in the sky visible.. This photo was shot on an IPhone and immediately after I snapped it I saw something over Lake Lawtonka.

”Nashville –on July 10 , 2021, I drive for a ride-share company. I was working and pulled into s Richland Creek Greenway Trailhead. I stepped out of my car, and noticed a very bright light low in eastern sky At that moment I heard a rocket sound coming from the north east. The white light kept moving closer. I then see 3 red lights under two white lights like head lights. It looked triangular then more rectangular now. I am now seeing 2 rows of horizontal lights. A top deck and a lower deck. These lights were square and looked like LED lights

Sequim – on July 20, 2021, I go outside every night for a smoke when a flash of light caught my eye. It just didn’t look right, so I took a photo on night shot of cylinder. I went east it until out of sight.

Franksville – on June 26, 2021, about 6 am I was taking my dog out and I observed a shiny silver cigar-shaped object low in the sky just above the trees. It seemed to be reflecting the sun. I found it strange that it was so low in the sky and appeared to have no wings and making no noise. I kept watching it in amazement and it seemed to be hovering. Cigar Depiction.

Medallin, – on July 25, 2021 –YouTube video was provided by a friend. No details are known about the video. The object on the video is very strange. As of today (July 29, 2021) there were nearly 22,000 views of the footage. A few commenter’s feel that the object could be a kite. Italy Light
Belpasso, Sicily– today, 28 July 2021, I was on the top roof of my house when I clearly saw a “beaming red ball” ebb in the night sky. It was suspended and changed into a bright green after a couple of seconds and, then into a bright orange. All the time beaming rays of light moved vertically downwards and disappeared.
Norway Light
Svalbar – on September 1, 2017, three objects that were glowing orange appear to be tracking a boat in the Nordvest-Spitsbergen National Park, This boat travels several miles and runs a Google Maps Street view. When you look directly overhead, you will see what look like one or two burned out pixels.
Spain Object
Barcelona – on May 20, 2021, UFO I saw had a huge halo in the sky. I decided to record, as it was moving, so I zoomed in and saw a long cigar shaped object followed by flame. Looks like falling space debris or Comet.
UK/England Object
Fort William – on July 17, 2021, the photos show the sun shining on one long slim one with what looked like lots of port windows. They are huge ones, the long one above was massive in the photo and there’s a golf ball shape just coming off it. They were not visible to the naked eye but my mobile took two excellent photos.
RAF Bentwaters – on May 1,1984, I was a munitions transporter working overnight and drove a forklift out to our next location. It was a moonless night and many stars were visible and noticed 3 brighter stars that formed a perfect triangle directly overhead. I was ruling out stars when they suddenly started rotating around the center of the triangle. They made almost a full rotation then each one made a right corner turn and shot out to the horizon, in three different directions. I watched one until it faded into the lights of the flight line, Later, the crew arrived but they had not seen anything.
